The waiting list explained

You have applied and have been accepted onto the waiting list
After assessment of your criteria, if a suitable property becomes available it will be offered to you. This offer is subject to a fixed-time period for your response. During the offer period the property will not be offered to anyone else.
If you decline an offer you will rejoin the waiting list. If the offer period expires without response the offer will be withdrawn and you will return to the waiting list for the next available property that meets your requirements. If you have been offered three properties and either declined all the offers or allowed them to expire, we may remove you from the waiting list.
